I have been to those beaches more times than I could count. It had this upper-class beach town vibe, but it's really cool.

Go to the small beach below the main restaurant street. It's lovely and more covered from the wind. Walk on the prom, it's long with amazing views. Lastly there's a wine bar in Cascais that you have to try.
